Yesterday afternoon the City of Pearland notified us that they had completed their review of our building plans and that those plans and their written comments were ready to be picked up. Once in hand our design team, led by Steve Upham, will review all City of Pearland comments and respond with appropriate explanations and/or revisions. After all City of Pearland comments have been addressed to their satisfaction they will permit our project for construction.
We are continuing to simultaneously work with Palmer Construction and Pearland State Bank to complete all paperwork and processes required for the signing of the construction contract and the financing documents.
August 20, 2010
It has been relatively quiet since the last posting but there’s been a lot of “behind the scenes” activities.
- Platting of our property has been completed and the formal document was filed at the county courthouse on July 12.
- On July 14 our building plans were submitted to the City’s permitting office for review and comment. Those plans are in the final stage of review and we’re expecting to receive the City’s comments soon. Our design team will review the comments and provide explanations and or revisions as appropriate. Once the City’s comments have been resolved and the plans have been approved for construction we’ll be issued a construction permit.
- The bidding process has been completed and a project cost was presented to the church on August 8 that was followed by a vote to proceed with construction.
- On August 9 we began working with our builder and lender to finalize contracts that must be signed prior to beginning any physical site demolition or construction.
- We’ve come a long way since God first planted this vision for a new building, and the committee and staff is already discussing plans for a ground breaking ceremony. So, continue to pray for God’s blessings over this project and his firm direction as we continue to move forward.

We are one week into the three to four week bidding process and things are rather quiet, but then we were told to expect this as contractors review the design plans. Remember, the process is being coordinated by Palmer Construction and not the Building Committee. However, our architect (Steve Upham) has answered questions from several contractors mostly relating to material selection.
June 18, 2010
Steve Upham completed his revisions and submitted his architectural/engineering plan set to Palmer Construction yesterday as agreed. Today the drawings were posted to a secure website where they can be accessed by qualified contractors for review and bidding. Each of the contractors invited to bid have been qualified by Palmer Construction.
So begins the bid period, one week ahead of schedule!

Palmer Construction has completed their review of the final architectural/engineering plan set that was issued last week on June 2, and met with Steve Upham this morning to go over their comments. Attending the meeting with Steve was Bill Campbell, our civil engineer. During the meeting the team discussed the drawings and agreed that revisions would be made as necessary, and that the drawings would be resubmitted to Palmer Construction by Thursday, June 17.

There have been two major accomplishments this week:
- Steve Upham delivered the completed design plans on Wednesday morning and Palmer Construction was provided a set that afternoon. This launches an initial review phase that should be completed by the middle of next week. If necessary, Steve will be provided with a marked up set for revision.
- At this month’s meeting of the Zoning Board of Adjustment, held on Thursday night, the church’s request for a special exception to the required 30 foot building setback from adjoining property was heard and granted. Specifically, the Board’s decision to grant this special exception releases the church from any obligation to install a landscape buffer along our existing senior classroom and choir addition, an addition that was constructed in 2001 that sits 18 feet inside today’s required 30 foot setback. This outstanding issue had to be resolved for the church to move forward with any future construction.

This past Sunday morning it was reported to the church family that final design plans would be delivered by the end of the month. Yesterday morning Steve Upham (architect) notified Wayne Netherland that the design plans would be delivered to the church on Tuesday, June 1. Delivery of the plans will trigger a detailed review process that will be led by Palmer Construction and include Steve, our engineers, and numerous other construction professionals.
This is the time to identify and address any design concerns, because discovering them during construction may have a negative impact on the project. Continue to pray for our building program and ask that God guide each of these professionals as they review His building plans.

The Building Committee did not meet this week but there is a tremendous effort underway by our architect and engineers to complete the design package by the end of the month.

There were no meetings this week but we did file a special zoning exception with the City of Pearland regarding the 2001 building addition and it’s proximity to the adjoining property line. That addition added our existing senior Sunday School rooms and choir room. An outstanding building permit was discovered to still be open and we’re now obligated to meet the new building set back criteria of 30 feet. The building is currently 12 feet from the adjoining property line and we’ll be required to build a privacy fence or use shrubbery and/or trees unless the special zoning exception is granted. Our case will be heard on June 3.

During the past several months the Interiors Team has been working with our interior designer (Crosspointe Architects) to select carpet and tile, pews and fabric, wall colors and finishes, and restroom interior finishes. Their work was completed last week and this past Tuesday night they presented their recommendations to the Building Committee. At the end of their presentation the committee accepted their recommendations and the selections will be incorporated into the building design.
We currently anticipate that our building design effort will be completed by the end of the month.

Building Comittee
Tuesday night the committee met and discussed playground drainage requirements, selected lighting fixtures for the lobby, and reviewed a revised site plan. We hope to complete our design work next month but there still remain a number of important items to be completed.
Interiors Team
Monday night the team met to complete its work. Carpet, pews and fabric, wall colors and finishes, and restroom interior finishes have all been selected. A full report with recommendations will be made to the Building Committee at next week’s meeting.

Building Committee
This week the Building Committee met with our architect and builder to discuss a number of items. Major accomplishments and reports are summarized below.
- A pew arrangement for the sanctuary has been selected.
- We have elected to install a second family restroom in the lobby.
- We continue to work with the civil engineer to improve the site plan.
- Our surveyor is in the final stages of filing our plat with the City of Pearland. This will allow us to consolidate the multiple properties that have been purchased over the years, which make up our existing campus, into a single large 10 acre tract.
Audio/Visual Team
An Audio/Visual Team has been named that will work with an acoustical consultant, and in a collaborative effort with the Building Committee, to design quality sanctuary sound and platform lighting systems.

Work has already started and is quickly moving forward to narrow down and define the component and material requirements. Now that the pew arrangement is defined an acoustical analysis will be performed to define the number and configuration of speakers for the sanctuary. Once complete, the sound configuration component and material list will be reviewed along with budget requirements.
Project Publicity
Joe McHugh and Wayne Netherland met with the church Publicity Committee to request assistance in a long term publicity effort to keep accurate and current building related information in front of the congregation. They will do this utilizing the church website, Sunday morning slideshow, displays, posters, etc.

At the request of our civil engineer the surveyor collected more site elevation data and issued a revised surface elevation drawing. This information will be used by the civil engineer as he completes his site drainage plan.
Our civil engineer has provided a revised preliminary site plan that combines the two proposed detention ponds into a single pond. However, this revision has not yet been collectively reviewed by the building committee and is still a work in progress.
Both the Building Committee and the Interiors Team will meet next Monday and Tuesday evenings, respectively.

This week both the Building Committee and Interiors Team met.
Building Committee
Reviewed the preliminary site plan with our civil engineer and specifically discussed options related to his proposal of two detention ponds. As discussions progressed it was agreed that the two ponds could be reconfigured and combined resulting in increased parking and/or landscape.
Our civil engineer was asked to submit a proposal to improve the storm water drainage of the playground. Storm water is currently collected in a catch basin where it’s removed by a pump and discharged onto the parking lot.
Both our civil engineer and surveyor provided updates on their progress. The surveyor is currently working on our boundary survey and plat but requires specific support information from both the church and the civil engineer to complete their work. Our civil engineer has requested that the surveyor provide additional topographic data (elevations) within the boundary of the playground to support his drainage improvement study.
Discussed various options for the arrangement of pews and their corresponding seating capacities. There have been no decisions made.
Reviewed a number of building drawings, specifically; electrical and HVAC. HVAC is short for Heating, Ventilation, and Air Conditioning.
Interiors Team
Selected carpet styles and colors for the entry and hallway areas at the front of the building.
Selected color and design for tile and accents in restrooms.
Selected style and wood for pews in sanctuary.

Onsite surveying continues, specifically boundary surveying. From the topographic survey that has already been completed a surface elevation drawing was generated that indicates our property’s elevation and characteristics.

Tuesday evening the Building Committee met and…
Reviewed the preliminary site plan during which time a number of questions surfaced that our architect has taken back to our civil engineer for clarification. Questions such as where are the handicapped parking spaces and do both detention ponds need to be constructed during this phase of construction?
Reviewed the building drawings; specifically electrical, lighting, and plumbing drawings.

Our civil engineer has provided a preliminary site plan for review that in general reflects the proposed layout of our campus. The site plan incorporates the results of the soil testing and topographic survey.
A preliminary soils report was provided to our civil engineer.

The Pearland State Bank loan offer letter was signed by our church trustees. Remember, this is not a loan application and we have made no financial obligations. The offer letter simply formalizes the bank’s offer and our acceptance of that offer.

Several borings, 20 feet deep, were made from which the core was extracted for analysis to determine ground water absorption rates and ground stability characteristics. The core samples will be analyzed and our civil engineer will use the results to define our property’s drainage requirements and design the new building’s foundation.
Topographic surveying of our property began. This survey determines and records elevation points across the property and will be used to define our property’s drainage requirements.
